What are anchor prices in Croatian tourism?
The Decision on displaying an additional price requires retailers and service providers to show, clearly and visibly beside the retail price, the additional retail price applicable on 10 September 2026, excluding special sales. It takes effect on 1 October 2026. The additional price is neither a new guest fee nor a price cap.
The Ministry states in its clarification that 10 September 2026 is the reference date for newly covered products and services; earlier covered FMCG categories retain 2 May 2025. For accommodation, distinguish the reference-date price from the stay date and comparable booking conditions.
Two duties that must not be confused
- Displaying an additional price beside the current price where the Decision applies.
- Publishing current prices in publicly available, machine-readable .csv or .xml files when the trader or service provider has an established website.
- An exception from one duty does not automatically create an exception from the other.
Displaying the additional price
Clearly show a comparable additional price from the reference date alongside the price shown to the consumer.
Publishing a digital CSV/XML price list
Publish a publicly retrievable price list in CSV or XML, suitable for automated processing, on your own website.
Booking engines, OTA platforms and other displays
The Ministry states that the duty to display the additional price does not apply to accommodation prices displayed through an operator’s own booking system or intermediary accommodation-rental platforms (clarification, page 3). This does not settle every price displayed elsewhere. A static website list, reception list, advertising and separately charged services should each be assessed according to the actual display and sale.
The Ministry also distinguishes an intermediary’s own service, directly charged to the consumer, from third-party accommodation. A social-media profile is not an established website for the digital-price-list duty, but that statement does not answer all questions about other price displays.

Hosts, agencies and hotels: practical examples
A host with two apartments, OTA listings, a website and a booking engine can directly rely on the stated accommodation-display exception for those booking displays. The next step is to inventory all other price displays and determine whether the host has an established website requiring a public price list.
An agency should separate agency mediation, the owner-paid commission, an agency fee charged directly to the guest, sale in its own name and package or merchant/net-rate models. The clarification addresses the intermediary’s own consumer-charged service; it does not equate those business models. An unresolved model needs specific legal advice.
A hotel should map its booking engine, reception or static web list, and separately sold breakfast, parking, wellness, transfer and other services. Accommodation in a booking engine and a separately sold service are not necessarily the same case.
Private hosts
Map OTA channels, your own website, booking engine and physical locations where prices are displayed.
Tourist agencies
Separate intermediation for third-party accommodation from your own services and fees charged to the guest.
Hotels
List accommodation, reception or static price lists, and every separately charged service independently.
XML/CSV price list: publication and updates
The Decision on publishing price lists requires .xml or .csv files suitable for automated processing, published on the website, with automated retrieval enabled. For services, it names the service, retail price, special-sale information and its name, and the anchor price. Product-stock rules should not be transferred to hotel-room availability.
A service provider updates its list for every price change, by 8:00 on the day it publishes the amendment. The Ministry explains that previous service price lists must remain publicly available for at least 30 days from their publication. A PDF or image does not replace CSV/XML; nor is a login-protected file equivalent to a publicly retrievable file.
Price-list content in the official clarification
On page 7, the Ministry’s clarification lists the following data for services. This is not an official XML/CSV technical schema or a prescribed column order.

- for a non-fixed price: the elements forming the price

Dynamic and seasonal prices
The Ministry explains that where a final price is not set in advance, the additional price is shown for the individual elements forming it, not as each consumer-specific calculation. For demand-, route- or algorithm-dependent prices it refers to the elements of the final price applicable on the reference date. It does not require publication of source code or a full revenue-management algorithm.
Compare equivalent conditions: stay dates, unit type, guests, included services and sales conditions. A five-night minimum stay is not a monetary item. For a special sale on the reference date, the Ministry explains that the previous regular price is used.
Guest Portal and a checklist
Showing an existing reservation and already agreed amounts differs from a new purchase of an extra service. The clarification does not mention MyRent Guest Portal; treat this as a practical distinction, not a Ministry quotation.

- For every display, determine whether the clarification’s exemption applies.
- Record the comparable conditions applicable on the reference date.
- Prepare additional prices wherever the duty applies.
- Check whether you have your own website for price-list publication.
- Prepare a publicly retrievable CSV or XML file without login.
- Include the required data on services and special forms of sale.
- Agree a process for updating the file whenever a price changes.
- Keep previously valid price lists publicly available for at least 30 days, as stated in the clarification.
